Position Summary

Creative currently seeks to hire a Monitoring & Evaluation (M&E) Officer for its Berlin office to provide support to the monitoring and evaluation of an International Development project in the Northeast Syria. Under the M&E Manager, the M&E officer is responsible for assisting the implementation of the program’s M&E plan, overseeing M&E activities inside the Middle East, and drafting reports on program outcomes. The M&E Officer is expected to work 40 hr/week. This position is contingent on donor funding. The M&E officer reports to the M&E Manager and is responsible for assisting in the work as tasked by the M&E Manager.

Tasks

Primary responsibilities:

• Assist in organizing data for the indicators on the outcomes of activities and performance against the Results Monitoring Plan (RMP).

• Contribute to weekly and quarterly reports on an ad hoc basis for the M&E Manager to review.

• Assist in drafting data collection tools such as surveys, focus group discussion guides, and key informant interview guides for approval from M&E Manager.

• Assist in M&E data collection in the field, with oversight from the M&E Manager.

• Assist in analyzing quantitative and qualitative data as well as reporting against program indicator performance for quarterly and ad hoc evaluation reports.

• Assist the M&E Manager in summarizing and sharing feedback from site visits conducted by the M&E field staff.

• Assist in updating and managing project repository for M&E data; and

• Assist in all tasks requested by the M&E Manager.

Requirements

Qualifications

• University degree in social sciences, data sciences, management, or related technical field, or equivalent experience required.

• Two 2 years of general work experience, preferably specific experience in monitoring and evaluating programs in transitional environments.

• Fluent written and spoken Arabic as well as advanced written and spoken proficiency in English required.

• Demonstrated resourcefulness and ability to manage high volume workflow.

• Knowledge and experience in M&E systems, including Theory of Change, Logframes, data collection tools, remote data collection in transitional environments, program evaluation and reporting, and familiarity with data analysis and management software.

• Relevant computer usage and software skills.

• Work eligibility in Germany required.
